Tokyo vs Kyoto vs Osaka: which is cheaper to stay in?

Last checked 2026-10-21
Most first trips split their nights between Tokyo, Kyoto and Osaka. Here is how they compare on the two costs that differ most: rooms and the trains between them.
Rooms
| Prefecture | Business hotel average, July 2026 | April 2026 |
|---|---|---|
| Tokyo | ¥17,147 (US$109) | ¥21,400 |
| Kyoto | ¥16,177 (US$103) | ¥22,000 |
| Osaka | ¥13,142 (US$84) | not listed |

Osaka was the cheapest of the three in July 2026. Kyoto and Tokyo were the two most expensive prefectures in April, cherry blossom season. Many travellers sleep in Osaka and visit Kyoto for the day to save on rooms.
Trains between them
- Tokyo to Kyoto: ¥14,170 one way, regular reserved fare (NAVITIME Shinkansen fare table).
- Tokyo to Shin-Osaka: ¥14,720 (NAVITIME Shinkansen fare table).
- Kyoto to Shin-Osaka by Shinkansen: ¥2,880 on Smart EX (Smart EX service price list (PDF dated 1 April 2025)). Conventional JR and private lines between Kyoto and Osaka are cheaper but we have not verified their fares yet.
Which to choose
Stay in Tokyo for its size and variety, Kyoto for early starts at the temples before the crowds, and Osaka for food, nightlife and lower room rates. Our 7 day itinerary uses all three, and the trip planner prices each night by city.
A week split three ways, priced
Take a 7 night trip for two people in one room and compare three ways to split it, using the July 2026 business hotel averages (Metro Engine Research via HotelBank: business hotel ADR, July 2026):
| Split | Rooms | Total |
|---|---|---|
| 3 Tokyo, 3 Kyoto, 1 Osaka | 3 x ¥17,147 + 3 x ¥16,177 + ¥13,142 | ¥113,114 (US$720) |
| 3 Tokyo, 4 Osaka (Kyoto as day trips) | 3 x ¥17,147 + 4 x ¥13,142 | ¥103,009 (US$656) |
| 3 Tokyo, 4 Kyoto | 3 x ¥17,147 + 4 x ¥16,177 | ¥116,149 (US$740) |
Our arithmetic from the averages. Your hotel's price for your dates is what counts. Last checked 2026-10-22.
Basing yourself in Osaka saves about ¥10,000 to ¥13,000 on rooms over the week in this example. Against that, add the train between Osaka and Kyoto on the days you visit Kyoto. By Shinkansen, Kyoto to Shin-Osaka is ¥2,880 per adult on Smart EX (Smart EX service price list (PDF dated 1 April 2025)); conventional JR and private railway lines between the two cities are cheaper, but we have not verified those fares yet, so we do not quote them.
Getting there from the airports
- Tokyo: Haneda to Shinagawa on Keikyu is ¥330 (Keikyu: Haneda Airport fare and time search); Narita to Ueno on the Skyliner is ¥2,470 (Keisei: Skyliner fares from major stations).
- Osaka: Kansai Airport to Namba on the Rapi:t Digital Ticket is ¥1,410 (Nankai: Rapi:t Digital Ticket); HARUKA to Osaka or Shin-Osaka is ¥1,900 when bought from 1 November 2026 (JR West: HARUKA One-way Ticket).
- Kyoto: there is no airport in the city. HARUKA from Kansai Airport to Kyoto is ¥2,700 when bought from 1 November 2026 (JR West: HARUKA One-way Ticket).
So Kyoto is the most expensive of the three to reach from an airport, and Tokyo via Haneda the cheapest.
Seasons hit each city differently
In April 2026, during cherry blossom season, Kyoto (¥22,000) and Tokyo (¥21,400) were the two most expensive prefectures for business hotels (Metro Engine Research via HotelBank: business hotel ADR, July 2026). Kyoto is also busy in autumn leaf season, usually November. In Tokyo, rooms were cheapest in June 2026 (¥11,900) and January was also low (Metro Engine Research via HotelBank: Tokyo business hotel ADR trend). If your dates fall in a peak, it makes even more sense to sleep in Osaka.
Food and sights
We do not have an official source that compares meal prices between the three cities, so we will not claim one is cheaper. japan-guide.com's medium-budget ranges apply nationally: lunch ¥800 to ¥1,500 and dinner ¥1,000 to ¥2,500 (japan-guide.com: Japan travel budgets). The difference is in what you pay to see things. Kyoto's famous temples typically charge ¥500 to ¥1,000 (japan-guide.com: Japan travel budgets), and a day with three or four of them adds up. Tokyo and Osaka have more free neighbourhoods, markets and parks to fill a day, though both have paid attractions too.
Moving your bags
If you change hotels between cities, consider sending suitcases ahead. Yamato's rate from the Kanto region (Tokyo) to the Kansai region (Kyoto, Osaka) is ¥2,310 for Size 140 and ¥2,630 for Size 160, and ¥100 less if you drop the bag off yourself (Yamato Transport: TA-Q-BIN rates table). Within Kansai, for example Kyoto to Osaka, Size 140 is ¥2,190. See luggage forwarding.
Our take
- Tokyo: highest average room rate of the three in July 2026, cheapest airport access via Haneda, endless free things to see.
- Kyoto: close to Tokyo prices, the most expensive in peak seasons, more paid sightseeing, but early mornings at the temples are the reason many people come.
- Osaka: lowest average room rate of the three, quick access to Kyoto and Nara, and a cheap airport train to Namba.

Day trips from each base
- From Tokyo: Hakone is ¥2,470 one way from Shinjuku on the Romancecar (Odakyu: Romancecar fares), and the Hakone Freepass from Shinjuku is ¥7,100 for 2 days (Odakyu: Hakone Freepass).
- From Osaka or Kyoto: Nara and Kyoto itself are close by. We have not verified the local fares, so check before you go.
- From Kyoto: Kanazawa is ¥7,720 one way via Tsuruga (JR group: Thunderbird and Hokuriku Shinkansen fares (October 2026)), better as an overnight stop than a day trip.
If you plan several day trips into the countryside, the base with the best train connections for those trips can save more than a cheaper room elsewhere.
